I think the relevant question here is: "when your opponent finally enters, how many checkers will you have borne off?" Then make the play which maximizes that. There is usually a two-way (or three-way) tradeoff decision of number of checkers off vs. number of homeboard points closed (and possibly number of blots). Here that tradeoff strongly favors checkers off, I'm pretty sure.
Think of it this way -- to win this game Blue needs to get very lucky. Opp almost certainly is going to have to fan when Blue gets down to a 4-point board (and probably a 3-point board as well). Toss in the fact that when opp does enter you don't want spares stacked on points.
