The contest here, as I see it, is whether to maximize blocking or to pave the road home. 8/4, 9/7(2) blocks better but 8/4, 8/6(2) makes the journey safer. The 8- and 7-points are the most difficult to clear vs. the 23-point anchor. "Block" not keeps both and even stacks the 7-point, leaving future 6's to be played 7/1. OTOH, the 9-point is out-of-range of opp's 23-point so relatively easy to clear. Save the easy jobs for later.

Seeing opp's nice board ready to crunch, OtB I would probably block. QF (OK, I bite this time) says that the defensive point of most concern is White's 23-point and you can't do anything about that, so get out of its way.
