If I counted right, there are 19 shots if Blue makes the anchor, and 10 POH numbers if he makes his 9pt. Making the anchor seems so obvious that I am suspicious there is some QF at work, but I’ll go with play I would make OTB.

“Both (up and down)” means moving up on the far side, and moving within the outer board on the near side.
