If you start with 18/13, then the 2 logically is 13/11 to unstack and develop checkers. Not very efficient to keep them all piled up in a stack, and the risk of 13/11 is limited. So 18/11.

You should also check that starting with the 2 and then finding a 5 does not create any great moves that otherwise had been overlooked, but that changes nothing here.
