Coming out to the 16 is allowing white to make the 16pt more safely - a part of his prime. Getting to the 18 is much less easy for white to make, and gets return hit many more times. I think that for the sake of keeping white from making critical points, we must get out to the bar point. Obviously, the bar point is a much better point for white to have, but it is much harder to make.
