EPC: calculate win%?

"The diagram shows how much GWC % a player gains from 1 pip.This value depends on the EPC of the player being on roll and the kind of positions involved."

The EPC of the opponent is also important. I am not clear how to interpret his values. Are the increased win % per pip for when the race is close (e.g. down 4 pips) for when one is in the cash zone at about 75%, some sort of average? The increased win % from gaining a pip is greater when the race is close.
