When you run a checker out, and then have the option to continue to the midpoint, stacking a checker, or to make a positional improvement, often the positional improvement will win out. Here you are behind in the race, and your opponent has two home board blots, so the risk in stopping after 20/14 is very limited. The gain is also limited because your added flexibility is not a big improvement, but still, it is enough.
