Yes, what is complicated about "rule change"?

I don't know. Perhaps it is just a conversational style.

"Do you think responces would be same if "you" is replaced with "players"?"

Probably a small percentage would be swayed away from disagreeing.

I am not saying it is a perfectly fairly worded question. Just that the degree is a lot less than what I was expecting based on the comments here. For example I was suspecting additional background info about legal moves meaning one does not need to take responsibility for one's own mistakes.
