I am not sure what is right here, and the rollout leaves it much in the open in any case, but I think there are many factors to consider:
1) Timing - White does not have that much at the moment, if we hit on the 9 we give a few pips timing, if on the 20 more.
2) Anchors - if we hit, White may get another anchor if he chooses. Given timing that would not be for long, but it would increase White options.
3) Playability. The blot on the 9 represents playability, this is the checker that is free to play without giving anything up positionally. If we remove it, White may have difficulty playing his numbers, maybe not on the next turn, but in the future.
4) Outfield presence. Related to the previous point, White's outfield presence is weak, so removing the checker on the 9, further contesting the outfield, helps to cut the White position in two.
5) Forward going potential of White's position. White still may win going forward, and the hits would help to reduce that path to victory.
