Force them. Make them become used to it. And I´m telling you this as a TD myself. I´ve imposed clocks on all my tournaments in the top division, super-jackpots and doubles and I had nothing but good returns. Thise who refuse to use clocks, will stay away and probably still play their last match while the next tournament on their schedule has started elsewhere. And all the others will love the pros of a clock, including better scheduling of rounds.
