Where was the monitor?

OMG 7 seconds left in a major event like this. £1000 entry is a major event!

Why wasn't there a monitor or director or staff at this point to handle things like this?

I will stress that when someone's time gets down below 30 seconds, there should be a staff member with authority and full knowledge of the rules should be called over in case of incidents.
