And if they were not playing legal moves, it would have been exactly the same sequence and outcome.

However, if someone were transcribing the match while it was being played, the transcriber is supposed to alert the players that there was an illegal move, and I believe that in important matches, if available, there should be a "designated official" on hand to help the players point out legal moves and/or other irregularities that might occur.

Even if there is not an official designated by the TD, if I am playing in a LM tournament (which most are now), and my opponent agrees, I would have no problem at all designating one of the spectators that we both agree on to alert us about legal moves. That removes some of the pressure on both players to have to catch it or to be "accused" or intentional wrong-doing if they happen not to catch an error that is in their favor.

There is NO WAY Victor saw this illegal move and decided not to mention it because it was in his favor, but not everyone is as well-known and respected as Victor, and even some that are might be accused of cheating intentionally if some nasty, poor sport wanted to make a big deal about it. The fact is, whether you play LM or not, any time you or your opponent makes an illegal move and you don't notice it, it's your own damn fault for not paying enough attention.
