According to the rules of most tournament directors. And that is what rules at tournaments.
In other words, there is no written rule about it. Hey Phil, there's a guy who has spent a lot of time writing better rules so that "what rules" is not whatever pops into a tournament director's head. Perhaps you know him?
If someone is transcribing a math and has to stop to put in an illegal move, there is a real problem,
You did say "if" but having recorded many matches, I don't know why it must require stopping. As, for example, the time I recorded a masters match between Paul Magriel and Malcolm Davis. Neither they nor the director (who I was not working for) asked me to correct their illegal plays, and when one was made, I didn't have to pause to note it, and the only person it was a real problem for was the player who made it.
