I looked it up:

Daylight Saving Time begins at 2:00 a.m. local time on the second Sunday in March. On the first Sunday in November areas on Daylight Saving Time return to Standard Time at 2:00 a.m.

So Bob might be calling from Jordan Valley, Oregon—which is on Mountain Daylight Time (MDT)—at 1:30 a.m. on the Sunday morning of the switch back to Mountain Standard Time (MST). If Charlie lives, say, in Pensacola, Florida, then he would discover that it is 1:30 a.m. Central Standard Time (CST) there, having made the switch back to Standard Time only 30 minutes before.
