Clock Rules

A player in a tournament (legal moves in force) has 2 possible moves. One involves hitting an opponent's blot and moving to safety. The other moves to safety without hitting. The player moves the checker to safety, hits the clock and then proceeds to lift his opponents checker.

Hitting is a much better move and no reasonable player would move without hitting. Should the player be allowed to put his opponent on the bar? Does it make a difference if the player taps his opponent's checker during the course of his move?
