It seems to me that the ethos of "legal moves" is a good one, and should ideally be extended in the situation mentioned and to making errors in scoring (including mistaken match resignations).

I agree that the offender who perpetually hits the clock before the move is completed should be penalised appropriately. This gives the offender some free time and eats into the time of the player, and often adversely affects his rhythm and focus. Perhaps it would be appropriate to deduct 10 seconds (or some other amount) from the bank time of the offender for each infraction brought to the attention of the TD (allowing one or two penalty free infractions as a warning). Unless the game could be decisive, the clock adjustments could be made by the TD at the end of the game where the infractions occurred.
