For positions like this, semi-stripped is a useful concept. One stack and two semi-stripped points mean there is likely trouble on the horizon. One of the problems for Blue is that POH may the straggler to land on the 24, where it controls more space. Another problem is that when you do not POH immediately, blots may start appearing on the lower points that will prevent a later POH (or at least make it more costly). If you reduce the stack, and reduce the sem-strippage of the 6 and 7, this becomes a big pass (also when you compensate for the impact on the race).
