Cover and split seems like the natural idea. But blue can cover from the eleven and then split to the 23, or blue can cover from the six and split to the eighteen.

Splitting to the eighteen means any 1,3,6,7,or 8 hits. With the stronger board, loose hits are not so bad, but seems to me that splitting to the 23 is the better play.
