Indeed true. However if you start looking at Elo rating too, which country's systems are reliable (if any) and which one's aren't yet? If Gridgammon rating is considered as a model for live rating systems it would appear that players' long term ratings usually vary within a range of about plus or minus 125 points from the "normal" value. This is broadly equivalent to about plus or minus 4 PR.
