Two off the ace is a candidate. You get another shot on entering 31. But, entering 11 is bad. 24-20 does nothing to help contain next turn. I'd hold the anchor.
This problem is difficult because all of blue's outfield checkers are on white pips and the four can't be used to diversify them. The most important point to contain is the nine point, the furthest that white can advance. So the checkers on the 13 and 15 need to stay where they are. The second most important point is the seven. Nothing can increase the shots if white comes to the seven. It is kind of amazing that nothing can be done to increase the coverage of either of these points. So, I would play 17-13 giving 22, 33, 44 and 66 to make one of the key outfield points next. 24-22*, 17-13.
