Exploiting LM rules?!

Imagine this: It is DMP. Both players still have more than 10 minutes reserve time. The rules require legal moves. Player A has a closed board and hits a checker. He does not hit the clock and Player B remains quiet. Same the next two rolls. The third roll for Player A is an anti-joker that forces Player A to leave a shot. Now Player A says that he didn't hit his clock the turn before, therefore the anti-joker roll is invalid and must be re-rolled. He says that he didn't notice any earlier that he had forgotten to hit his clock.
The TD is presented with the facts and decides that the match must be re-played from the first illegalality, meaning the first roll of Player A after he had hit the shot must be re-rolled. Player A happily accepts, Player B asks for a ruling committe.
