We are in agreement about the violation and appropriate outcome but you are confusing "legal moves" with the end of a "valid turn." The first relates to what you do with the checkers; the second relates to what constitutes completion of a move/turn. The answer to the Chicago situation lies in the definition of a valid turn, not in the "legal moves" rule. They are entirely separate rules.

Look at it this way: there are other things you have to do in order to play a legal move. For example, you have to shake both dice in your cup vigorously and then you have to toss the dice out of the cup at approximately the same time. If you fail to do one or both of those things, but then make a play anyway, that's not a "legal move." But that's not because you violated the "legal moves" RULE. It's because you violated an entirely different rule and your play would obviously be invalid at any tournament on the planet -- whether or not the "legal moves" rule was in effect.
