Sorry, I disagree with this interpretation. If a move ends when the clock is hit, then rolling the dice, moving, and then rolling the dice again is not a legal way to move. Whoever heard of a move that entails using two rolls of the dice? The second he picked up his dice and rolled again he did something that was not legal, as it is not legal to roll the dice until both you and your opponent have hit the clock. At that point, BOTH players, according to the current legal moves rule, are supposed to point out the infraction if they see it. After the first time Steve picked up his dice and rolled again without hitting the clock, Michel should have informed him, and then, Steve should have hit the clock, and Michel should hit the clock, and the dice should have been rerolled, as the roll that Steve did before hitting the clock was not a legal roll of the dice.
I can't imagine any other logical interpretation of the rules.
