If it is not written somewhere that the rule is specific about a certain thing, how will the players know what is expected of them? How will the TD's know what to rule, except based on what their particular attitude is towards a rule.
As much as possible, all rules should be spelled out for everyone. Even if a player doesn't know all the rules or doesn't apply them properly, if the opponent or someone else calls them on it, they can point to a specific rule to show what the rule is and what is expected of them.
For example, my example. Should a player be allowed to let his opponent roll and move and roll and move without hitting the clock or not? Is it player's B's responsibility to stop him or not? This should be spelled out.
