Error rate competitions

Is this contest supposed to be a test of backgammon skill? If so how is not punishing boneheaded plays an advantage?
The boneheaded play should be punished in the course of playing the game.
To me, error-rate competitions are not tests of backgammon-playing ability so much as tests of knowledge of backgammon bots. So if you make an erroneous play and you know it, you should be able to demonstrate this knowledge on the error-rate competition.
