US Clock Rules - Illegal Play

This came up in a discussion on DailyGammon.com

The current US Clock Rules regarding Illegal Plays is as follows:

4.3 ILLEGAL PLAYS. When a player has made an illegal checker play and the opponent wishes it corrected, he brings attention to the illegal play and hits the clock. The player makes a legal checker play, then hits the clock. If the opponent does not want the illegal play corrected, he picks up the dice and rolls (or doubles/redoubles).

It would seem to be fairer that if a player wishes an illegal play corrected, that the reserve time per move should be run off before the player is allowed to correct the play. While I understand that if a player made the illegal play without running time off his clock, that they are being penalized here, but I believe that is a small price to play for not playing legally. Opinions?
