Unstacking the tallest point, with 13/10, is a standout. It's 16 shots, 5 more than 6/3 (which is surely better than 6/4*/3 for 17 shots), but it's much easier for Blue to bring home 13/10 when he is missed. He can cover the 10pt (a nice landing spot and blocking point), use it to make a better point, or maybe lift it to the spareless 8pt.

Distribution is pivotal. If you move Blue's fifth midpoint checker to his 6pt (first diagram below), then I like 6/3, though I think it would be a lot closer. 13/10 is still a more coordinated effort, but the combination of unstacking the taller point plus 6 fewer shots swings it for me.

If you move Blue's fifth midpoint checker to his 8pt (second diagram below, reachable by 64P-53P-64R-43Z-64R-31P-41T-42P-21) then I'm on the fence between 13/10 and 6/3.
