It's good etiquette not to shake your dice during your opponent's turn. If you follow this advice, and shake your dice vigorously before rolling, then you won't be fooled by a false pick up.
There's an analogy to computer user interface design. If a user clicks a button in a computer program, a less friendly program might start the action as soon as the button is pressed. A more friendly program waits until the button is released before acting. This gives the user one last chance to abort the action (by sliding his mouse or finger off the button before releasing it).
It's not fair for a player to rush his opponent by rolling too soon. White may have been trying to force Blue into an illegal play by rolling before the dice were up.
