Two deadlines for end-of-turn?

Maybe there should be two deadlines for "end of turn".

(1) If you seem to complete your play, then touch your dice (but don't pick them up), and opponent rolls, there is no penalty to the fast roller. (His roll doesn't count -- he picks up his dice and waits for his turn.) Your turn is not over and you can change your play if you want.

(2) When you lift both dice, then your turn really is over. You can't make any changes to your play and opponent can roll whenever he is ready.

"Both dice" because that gives a player a safe way to move dice that are in the way -- just move them one at a time. Even if you inadvertently lift a die as you move it, your turn will not be over.

Under the current rule, a few microseconds can make a sharp difference in the ruling.
