I just noticed that, for the record, I need to modify the caveat slightly, as shown in bold below. (Otherwise, there is a twin solution with Blue's last move being 21/3 8/2.)
Each side plays three times. Blue gets hit twice; nevertheless, in the resulting position -- in which there is no blot in the outfield nor in Blue's inner board -- he is ahead in the pipcount.
