I think that they do in fact discourage new fans of baseball. Try and explain to someone how basketball or soccer work. A couple minutes gives the basic idea. Now try that for baseball.
I was careful to say 'players', not 'spectators'. Players (almost always young in the case of baseball) bring unbridled enthusiasm and a lack of preconceived expectations. I don't think you'll interest many people to be spectators of backgammon who aren't interested in learning and playing the game. But to counter your contention, I do believe one could understandably explain 90% of baseball in a short time. After that, the last 10% I'll leave to Jason. :)
Do you really have the "full" rules? There are interpretations guidelines for umpires I think and that is in line with what Phil wants.
