Simple and clear touch move rule - adjustments

Thanks to Timothy for posting the FIDE rule. Part of the reason I asked is because there can (and maybe should) be a distinction in backgammon between touching a checker (but not moving it off its initial point) and moving a checker to a new location.

If the problem with the current practice is the result of either a) confusing the opponent, or b) disrupting the board so much that it's difficult/impossible to reset, then any rule should be written to address those specific issues.

In other words, rules need important reasons for their existence, and "because chess does it this way" doesn't by itself create an important enough reason, IMO.
