Even today the open division should probably be 2 divisions except there are a limited number of players, but it seems clear that there is quite a difference in the level between the elite open players and the rest of the open field.

Although I agree with your last point, my suspicion is that most of those non-elite players choose to play in the open division because they want to compete against the best, and if they happen to be fortunate enough to reel in a trophy, the pride they feel is worth the cost. There may be some who detect pressure (either perceived, or much less likely, externally expressed) not to play in a lower division. It's my opinion that these players are few.
