The problem that needs to most be addressed is one that most people are ignoring: How do you maintain the schedule after this malady has occurred? Some people brought up the effective punishment of the entire field by the later starts. Solve that problem first.

Since my first suggestion (which actually did address and solve this problem) seemed to be unpopular (by pocket veto), then I'll combine it with a suggestion started by RDR and continued by others, with a twist:

After these tardy players complete their first round match, give them bye losses in the second round. Pair their awaiting opponents against each other immediately (without waiting for the late first round match to end).

Sure, you have two players with unlike records playing each other. That happens all the time in Swiss. And it's not like tennis, for example, where a match winner is so much more likely to be the better player.

BTW, I think Ben may have seen this 'solution' but didn't articulate it.
