I've nactated 13/10 6/4 with $, but shouldn't that that technically be 13/11 8/5, which is by no means hopeless?

Your entire nacbrac is correct. $ = 13/10 6/4, while % = 13/11 8/5.
Slotting from the taller point trumps preference of 5pt vs 4pt. Slot rules.

As you ascertained, D = 13/11 13/10, and d = 13/8.
A popular alternative for 13/8 is T (sTack/Tower).
