Speed backgammon clock settings

I believe the current practice is that the clock is stopped ONLY if a die either hits the floor or can't be located quickly. If a die flies off the board but isn't 'lost' then the clock continues to run.
My personal preference is that ANY time the dice are cocked the clock is stopped until the subsequent roll hits the board, but as usual that is unpopular, possibly because it's hard to implement and possibly for other rational and irrational reasons. (I don't buy the "then don't roll cocked dice..." argument as it encourages weak -- as in potentially non-random -- rolling.)
JDG's suggestion solves all of this, but again that word "unpopular" rears its head.
