Motivation for Jacoby Rule

A donkey who never turns the cube because he always thinks he's either not good enough or too good —- and there are a lot of such donkeys —- can generate a lot of frustration among the other players. ...The Jacoby Rule... provides psychological relief from this kind of thing.
Whether or not that was Jacoby's (and others') reason for coming up with this rule -- and it well could have been -- I agree with you that this is the major motivation for playing with the rule since those early days.
Even today (and it was more prevalent pre-bot), the attitude "I'm the better player; rules/conditions should be in place that favor me..." is still a component.
