Attendance at ABT tournaments (not "events")

The integral distribution of annual weekend-tournament attendance:

fewer than 1: 61%.

1 or fewer: 82%.

2 or fewer: 90%.

That leaves 10% attending 3 or more weekend tournaments per year. Would it be a bad deduction to estimate that most of the 82% who attend 1 or fewer tournaments each year are locals?
