This sportive act was commented on by Luc Palmans himself on the Belgian Federation forum http://www.bgfed.be (mostly in Dutch). Apparently Matvey "Falafel" Natanzon did something similar during the 2002 World Championship in Monaco when he forfeited a bye to play against Jerry Grandell from Sweden. There was some mix-up in Jerry's registration, so officially he wasn't allowed to compete, but Matvey played him anyway. From my countrymen's reports in bgfed, I too conclude that Matvey is a friendly man with great sportsmanship.
