The US 'standard' for singles matches (which may not be explicitly stated anywhere) is 12 free seconds per move (and no credit for using less) and 2 minutes 'reserve time' per matchpoint. Doubles standard in US is 18 free seconds per move plus 3 reserve minutes per matchpoint. (2 1/2 reserve minutes per matchpoint is sometimes used for doubles.)

In the past when extra time is given for age considerations, as Neil mentioned, both players are allowed 15 free seconds per move. The digital clock most commonly in use in the US (Excalibur Gametime II) doesn't support a separate (i.e. different) per move allotment, although it does allow separate reserve time allotment. Even for clocks that do allow different free time per move settings, though, it's certainly not obvious that players (regardless of physical dexterity) should have different settings in the same match.
