peripheral issue?

(Hope I spelled that correctly.)
Many of the posts here bring up the concern of cocked dice (eventually) playing a role in the outcome of a match which has reached a time-critical juncture. A reasonable question is: "should the clock rules be designed/written to ameliorate this subset of problems, or is there a more direct approach?"
Not unusually, there have been MANY discussions here previously about cocked dice with proposed solutions that fall into the categories:
A) status quo (i.e. change nothing);
B) alter the way you roll so as to avoid cocking;
C) change the definitions of "cocked dice" in the rules;
D) change the equipment used to generate dicerolls.
It's not even so simple as finding a solution which would eliminate this and other problems -- i.e. a way of generating random dicerolls that would never cock. Any solution (apparently) must respect the aesthetics of the game.
