Good and experienced players could record quickly, but most others couldn't.

That's kind of the point, I think. It might not be so important at the local club level or the casual match but for any national level tournament the players shouldn't have a difficult time of it. You make your move, pick up your dice/hit the clock, write down your move, etc. Time pressure shouldn't be an issue either since most digital clocks have that handy buffer giving you time to record your opponent's move before the clock starts ticking. As for an overall slowing down in play, yes this would happen but the time it takes to record a move is probably far less than the amount of time slow players spend thinking about each move. That's the greater time issue.
