Is it correctly understood that, had the committee votes been cast as a 2-1 split in favor of overturning the director decision, the director decision would still stand?
Yes. Historically there have been problems, as in a couple US directors rather vehemently disagreeing with appeals so much so as to not even have the possibility of an appeal as part of their tournaments. I believe they eventually softened.
The idea of an appeals committee made up of an even number of members (which I first saw proposed by Steven Mellen) solves the "tie vote" problem. That was one of the complaints previously (although not the only one, AFAIK) -- that the entire vote (director + appeals committee) was a tie but the director was then overruled.
Given that the director gets to choose the committee, the deck is still loaded in his/her favor even with the rule which specifies and even number of committee members and a majority rule of those members. I don't mean that director can/does stack the deck. What I mean is that the director chooses members he trusts to make an intelligent decision.
