Michael's question still stands, though. Can the people on the other side of the bet do the same?

Judging from some of the other comments in this thread, I suspect that the least controversial thing would be to roll out every single decision. As you pointed out, this will typically result in a higher PR than using one of the standard analysis modes, where some decisions get two chances to be declared a non-error. However, since you're trying to get odds, that shouldn't be a big deal. If the rollout procedure is stated in advance then people can just adjust their odds accordingly.
