I agree with these sentiments and I think it's what Perry is trying to say as well.

The trouble is that Perry is trying to say it by claiming that the match transcriptions are the "intellectual property" of USBGF. Perry doesn't seem to realize what a can of worms this opens.

The USBGF would be better off just saying that it doesn't want to provide, free of charge, transcripts that it has paid to get done. There can be no legal objection to such a policy. But there can be legal objections if the USBGF claims intellectual property rights over the transcripts.
