It does address it. If a person or organization decides to request permission VOLUNTARILY, that doesn't imply that the player has a right to prevent publication. They don't have that right. They can't prevent it. Therefore a standard is not needed.
Last year Dmitriy recorded all of his matches in Ohio. He requested permission from his opponents to make the transcripts public. He honored those who declined by refraining. This was a courtesy. If he had wanted to make all transcripts public, his opponents would have had no recourse.
There's nothing wrong with courtesy as long as it isn't misunderstood as an obligation.
