I'm probably the last person to agree with Perry on just about anything.

And I don't necessarily agree here. But what you're doing is simply no way to have a dialogue.

If the USBGF streams the matches with the directors and players' permission then, I believe, the USBGF owns those digital transmissions.

Perry and the USBGF might be making the wrong decision (and they may be making the correct one) but the USBGF owns those files. The US has codified this in the DMCA. You will be every bit the thief as if you came and stole my board. The DMCA provides for up to $100,000 in damages for possession - any US citizen having them would be liable.
