The existing rule says "Both dice must come to rest flat on the playing surface to the right of the bar; otherwise they are “cocked” and must be rerolled. In the event of dispute, a player who rerolls prior to receiving acknowledgment from his opponent that the dice are cocked will be at a disadvantage."
The proposed rule is: "Alternate Rule: Called the On Checker Rule. A TD may determine to allow dice that land on top of a checker to count as a valid roll, so long as the checker is on the right side of the board and so long as there is no doubt as to what the die says (in other words, the dice might be on a slight slant but if it clearly is a 3, or whatever the dice says, the roll counts). It is the responsibility of the TD to determine if the On Checker Rule is in effect, and if so, it should be clearly announced and all players must abide by that rule of play. If a player has a particular kind of checkers that does generally not allow for dice to land flat, the rule might be suspended for matches on that board, but only with the advance approval of the TD."
To me, the existing rule is simpler, less likely to cause arguments, and less likely to necessitate the intervention of the TD (who has enough work on his hands).
It's possible for a die to wedge between two checkers and the bar ... leaving it ambigious as to what number is up. Under the existing rule, there is no controversy ... the die is cocked and must be rerolled. Under the proposed rule, a heated argument could ensue ... particularly if the match is on the line.
