It's not true that the current rule is free of controversy, since a die that lands right next to a checker or the edge of the board could create arguments about whether it is cocked.

I'd guess that the "new" rule would increase the number of controversial rolls by about 50%. The current troublesome area is the interior perimeter of the board and the exterior perimeter of the checkers, and the new rule would add the interior perimeter of the checkers.
