If I understand your questions correctly, and if you are asking if I think it is possible to reduce the 3 shake rule when there are clocks, of course, anything is possible. But if you are asking if I think the rule should be reduced, the answer is no. You can shake three times in about 2 seconds, and it's important to all that the dice be rigorously shaken, unless, of course, you are smart enough to use a baffle box.
